H.R.5371 – Continuing Appropriations and Extensions Act, 2026

This is the Bill that caused “The Great Schumer Government Shut Down of 2025.”

It is long and boring, and it references a lot of other documents. To really do a deep analysis would take a huge effort. However, to synopsize;

• It only extends appropriations to November 21, 2025.
• It extends funding for “The Affordable Care Act” (ie ACA)
• It extends funding for Medicare
• It extends funding for “Human Services”
• It extends funding for Medicaid
• It extends funding for The Food and Drug Administration
• It extends funding for the “No surprises Act”
• It extends funding for the VA

The problem the Democrats have with it is that it does not extend extra spending approved by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, and the American Rescue Plan Act (ARPA). Collectively referred to as the Education Stabilization Fund (ESF).

Since “COVID” is over, there is no reason for these exorbitant and overreaching programs to continue. The Democrats just want to buy votes with these handouts.
